 3    line 16, by replacing "appointed as" with "as"; and

 4    on  page  1,  by  replacing  lines  17  through  19  with the
 5    following:
 6    "one of whom shall serve as Chairperson  of  the  Commission;
 7    the  Director  of the Environmental Protection Agency, or his
 8    or her designee; one member appointed by the Speaker of".
