Amend House Bill 1451 on page 1, 3 line 5, by replacing "Developmental Disabilities Services Act 4 of 2003" with "Disabilities Services Act of 2003"; and 5 on page 8, by replacing lines 4 through 14 with the 6 following: 7 "(a) The Governor shall appoint an advisory committee 8 to assist in the development and implementation of a 9 Disabilities Services Implementation Plan that will ensure 10 compliance by the State of Illinois with the Americans with 11 Disabilities Act and the decision in Olmstead v. L.C., 119 12 S.Ct. 2176 (1999). The advisory committee shall be known as 13 the Illinois Disabilities Services Advisory Committee and 14 shall be composed of no more than 33 members, including 15 persons with disabilities, persons who are at least 60 years 16 of age, family members of persons with disabilities, 17 advocates for individuals with disabilities, advocates for 18 persons who are at least 60 years of age, providers serving 19 persons with disabilities, and providers serving persons who 20 are at least 60 years of age. 21 One member from each of the following entities shall be 22 appointed to the advisory committee: the Illinois Network of 23 Centers for Independent Living; the Statewide Independent -2- LRB093 06255 DRJ 12070 a 1 Living Council; the Coalition of Citizens with Disabilities 2 in Illinois; the Arc of Illinois; the Illinois Assistive 3 Technology Project; the Illinois Council on Developmental 4 Disabilities; United Cerebral Palsy of Illinois; the Family 5 Support Network; People First of Illinois; Futures in 6 Rehabilitation Management; the Illinois Health Care 7 Association; National Alliance for the Mentally Ill; the 8 Illinois Behavioral Health Care Association; Equip for 9 Equality, Inc.; the Mental Health Association of Illinois; 10 AARP; the Illinois Coalition on Aging; the Illinois Council 11 of Case Coordination Units; AFSCME Council 31; and Service 12 Employees International Union. 13 In addition, the following State officials shall serve on 14 the committee as ex-officio non-voting members: the Secretary 15 of Human Services or his or her designee; the State 16 Superintendent of Education or his or her designee; the 17 Director of Aging or his or her designee; the Executive 18 Director of the Illinois Housing Development Authority or his 19 or her designee; the Director of Public Aid or his or her 20 designee; and the Director of Employment Security or his or 21 her designee. 22 The advisory committee shall select officers, including a 23 chair and a vice-chair. 24 The advisory committee shall meet at least quarterly and 25 shall keep official meeting minutes. Committee members shall 26 not be compensated but shall be paid their expenses related 27 to attendance at meetings."; and 28 on page 9, line 10, after "with the assistance of", by 29 inserting "the Illinois Disabilities Services Advisory 30 Committee and"; and 31 on page 9, line 13, by replacing "2003" with "2004"; and 32 on page 10, line 5, by replacing "2004" with "2005".
