 3    replacing all of lines 5 and 6 with the following:
 4    "later   than   April   1,  2004  whether  rates  for  retail
 5    telecommunications  services  provided   by   all   incumbent
 6    telecommunications carriers providing services in Illinois to
 7    business end users".
