| AN ACT in relation to property.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The State Property Control Act is amended by |
| 5 |
| adding Section 8.2 as follows:
|

| Sec. 8.2. Zeller Mental Health Center. |
| 8 |
| (a) Notwithstanding any other provision of this Act or any |
| 9 |
| other law to the contrary, the administrator is authorized |
| 10 |
| under this Section to sell the property formerly known as the |
| 11 |
| George A. Zeller Mental Health Center located at 5407 North |
| 12 |
| University Street, Peoria, Illinois to the property's current |
| 13 |
| occupant, Illinois Central College, at a value of not less than |
| 14 |
| the 2002 appraised value as determined by an independent |
| 15 |
| appraiser selected by the Department of Central Management |
| 16 |
| Services, adjusted by any customary amounts in commercial real |
| 17 |
| estate transactions of this type, as negotiated and agreed upon |
| 18 |
| by the Department of Central Management Services.

| (b) The first $1,200,000 of the moneys received from the |
| 20 |
| sale of real property under this Section shall be deposited |
| 21 |
| into the Mental Health Transportation Fund. The balance of the |
| 22 |
| moneys received from the sale of real property under this |
| 23 |
| Section shall be deposited into the General Revenue Fund.

| (c) The Mental Health Transportation Fund is created as a |
| 25 |
| special fund in the State treasury. Subject to appropriation, |
| 26 |
| moneys in the Fund shall be used by the Department of Human |
| 27 |
| Services to pay for the costs of appropriately transporting and |
| 28 |
| arranging the transportation of mental health patients to |
| 29 |
| mental health facilities as well as transporting these patients |
| 30 |
| between these facilities.

| (d) Any agreement to sell the property formerly known as |
| 32 |
| the George A. Zeller Mental Health Center under this Section |
