1 AN ACT relating to higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
6 (110 ILCS 305/7f) (from Ch. 144, par. 28f)
7 Sec. 7f. Partial tuition discount waivers.
8 (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western
14 Illinois University.
15 (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 50% tuition discounts waivers for
17 undergraduate education at any campus under its governance or
18 supervision to the children of employees, including retired
19 employees, of an Illinois college or university who have been
20 employed by any one or by more than one Illinois college or
21 university for an aggregate period of at least 7 years. For
22 purposes of this Section, an employee of an Illinois college
23 or university is deemed to include a person who is employed
24 (i) with the State Universities Civil Service System, (ii)
25 with the State Universities Retirement System, or (iii)
26 within any of the 4 divisions of the Department of Natural
27 Resources under the authority of the Board of Natural
28 Resources and Conservation (Waste Management and Research
29 Center, Illinois State Water Survey, Illinois State
30 Geological Survey, and Illinois State Natural History
31 Survey). "Retired employee" means a person receiving a

1 retirement or disability retirement annuity under the
2 Illinois Pension Code based on at least 7 years of service
3 with one or more than one Illinois college or university,
4 including a person who already is receiving such an annuity
5 on the effective date of this amendatory Act of the 93rd
6 General Assembly.
7 To be eligible to receive a partial tuition discount
8 waiver, the child of any such an employee of an Illinois
9 college or university (i) must be under the age of 25 at the
10 commencement of the academic year during which the partial
11 tuition discount waiver is to be effective, and (ii) must
12 qualify for admission to the University of Illinois under the
13 same admissions requirements, standards and policies which
14 the University of Illinois applies to applicants for
15 admission generally to its respective undergraduate colleges
16 and programs.
17 (c) Subject to the provisions and limitations of
18 subsection (b), an eligible applicant who has continued to
19 maintain satisfactory academic progress toward graduation may
20 have his or her partial tuition discount waiver renewed until
21 the time as he or she has expended 4 years of undergraduate
22 partial tuition discount waiver benefits under this Section.
23 (d) No partial tuition discount waiver offered or
24 allocated to any eligible applicant in accordance with the
25 provisions of this Section shall be charged against any
26 tuition waiver limitation established by the Illinois Board
27 of Higher Education.
28 (e) The Board of Trustees shall prescribe rules and
29 regulations as are necessary to implement and administer the
30 provisions of this Section.

32 Section 10. The Southern Illinois University Management
33 Act is amended by changing Section 8f as follows:

12 undergraduate education at any campus under its governance or
13 supervision to the children of employees, including retired
14 employees, of an Illinois college or university who have been
15 employed by any one or by more than one Illinois college or
16 university for an aggregate period of at least 7 years. For
17 purposes of this Section, an employee of an Illinois college
18 or university is deemed to include a person who is employed
19 (i) with the State Universities Civil Service System, (ii)
20 with the State Universities Retirement System, or (iii)
21 within any of the 4 divisions of the Department of Natural
22 Resources under the authority of the Board of Natural
23 Resources and Conservation (Waste Management and Research
24 Center, Illinois State Water Survey, Illinois State
25 Geological Survey, and Illinois State Natural History
26 Survey). "Retired employee" means a person receiving a
27 retirement or disability retirement annuity under the
28 Illinois Pension Code based on at least 7 years of service
29 with one or more than one Illinois college or university,
30 including a person who already is receiving such an annuity
31 on the effective date of this amendatory Act of the 93rd
32 General Assembly.
33 To be eligible to receive a partial tuition discount
34 waiver, the child of any such an employee of an Illinois

7 admission generally to its respective undergraduate colleges
8 and programs.
9 (c) Subject to the provisions and limitations of
10 subsection (b), an eligible applicant who has continued to
11 maintain satisfactory academic progress toward graduation may
12 have his or her partial tuition discount waiver renewed until
13 the time as he or she has expended 4 years of undergraduate
14 partial tuition discount waiver benefits under this Section.
15 (d) No partial tuition discount waiver offered or
16 allocated to any eligible applicant in accordance with the
17 provisions of this Section shall be charged against any
18 tuition waiver limitation established by the Illinois Board
19 of Higher Education.
20 (e) The Board of Trustees shall prescribe rules and
21 regulations as are necessary to implement and administer the
22 provisions of this Section.

17 amended by changing Section 10-90 as follows:

27 (d) No partial tuition discount waiver offered or
28 allocated to any eligible applicant in accordance with the
29 provisions of this Section shall be charged against any
30 tuition waiver limitation established by the Illinois Board
31 of Higher Education.
32 (e) The Board shall prescribe rules and regulations as
33 are necessary to implement and administer the provisions of
34 this Section.
