 1                    AMENDMENT TO HOUSE BILL 2571

 2        AMENDMENT NO.     .  Amend House Bill 2571  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  State Finance Act is amended by adding
 5    Sections 5.595 and 6z-56  as follows:

 6        (30 ILCS 105/5.595 new)
 7        Sec. 5.595.  The Intergovernmental Transfer Trust Fund.

 8        (30 ILCS 105/6z-56 new)
 9        Sec. 6z-56.  The Intergovernmental Transfer  Trust  Fund.
10    The  Intergovernmental  Transfer Trust Fund is hereby created
11    as a special fund in the State treasury.
12        The Fund shall consist of moneys deposited,  transferred,
13    or appropriated into the Fund from units of local government,
14    from  the  State,  from  federal  matching funds, or from any
15    other legal source.  All interest earned  on  moneys  in  the
16    Fund shall be deposited into the Fund.
17        Subject to appropriation, the moneys in the Fund shall be
18    used  by  the  Department  of  Public Aid to make payments to
19    providers of services covered under the Medicaid  Program  to
20    reimburse   those  providers  for  Medicaid-covered  services
21    provided.  Payments may be made  out  of  the  Fund  only  to

 1    providers  located  in  units  of  local government that make
 2    deposits, transfers, or appropriations into the Fund.
 3        The Department of Public Aid shall adopt rules concerning
 4    application for and disbursement of the moneys in the Fund.

 5        Section 99.  Effective date.  This Act takes effect  upon
 6    becoming law.".
