| inserting at the end of Section 20 the following:

| "(5) To banks, trust companies, savings and loan |

| associations, savings banks, or credit unions licensed or |

| organized under the laws of any state or of the United States, |
| 7 |
| or any foreign bank maintaining a branch or agency licensed or |
| 8 |
| organized under the laws of any state or of the United States |
| 9 |
| and licensed under the Consumer Installment Loan Act, Sales |
| 10 |
| Finance Agency Act, or any subsidiary or affiliate thereof.".
