Amends the Illinois River Watershed Restoration Act. Provides that the Illinois River Coordinating Council is empowered to receive and make grants and distribute moneys awarded from litigation, fines, or settlements.

| AN ACT concerning rivers.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois River Watershed Restoration Act is |
5 |
| amended by changing Section 15 as follows:
|

| (20 ILCS 3967/15)
|

| Sec. 15. Illinois River Coordinating Council.
|
8 |
| (a) There is established the
Illinois River Coordinating |
9 |
| Council, consisting of 13 voting members to be
appointed by the |
10 |
| Governor. One member shall be the Lieutenant Governor who
shall
|
11 |
| serve as a voting member and as chairperson of the Council. The |
12 |
| Agency members
of the Council shall include the Director, or |
13 |
| his or her designee, of each of
the following agencies:
the |
14 |
| Department of Agriculture, the Department of Commerce and
|
15 |
| Economic Opportunity
Community Affairs , the Illinois |
16 |
| Environmental Protection Agency, the
Department of Natural |
17 |
| Resources, and the Department of Transportation. In
addition, |
18 |
| the Council shall include one member representing Soil and |
19 |
| Water
Conservation Districts located within the Watershed of |
20 |
| the Illinois River and
its tributaries and 6 members |
21 |
| representing local communities, not-for-profit
organizations |
22 |
| working to protect the Illinois River Watershed, business,
|
23 |
| agriculture, recreation, conservation, and the environment. |
24 |
| The Governor may,
at his or her discretion, appoint individuals |
25 |
| representing federal agencies to
serve as ex officio, |
26 |
| non-voting members.
|
27 |
| (b) Members of the Council
shall serve 2-year terms, except |
28 |
| that of the initial appointments, 5 members
shall be appointed |
29 |
| to serve 3-year terms and 4 members to serve one-year terms.
|
30 |
| (c) The Council shall meet at least quarterly.
|
31 |
| (d) The Office of the Lieutenant Governor shall be |
32 |
| responsible for the
operations of the Council. The Office may |
