Amends the Department of Human Services Act. Provides that the Department of Human Services must delay the request-for-proposals process for all services provided by the Department for FY05 until after the Department conducts a cost-benefit analysis. Provides that contracts with service providers that are in effect for FY04 shall remain in effect until the cost-benefit analysis is completed and the Department implements a new request-for-proposals process based on that analysis. Effective immediately.

| AN ACT concerning human services.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Department of Human Services Act is amended |
| 5 |
| by adding Section 1-35 as follows: |
| 6 |
| (20 ILCS 1305/1-35 new) |
| 7 |
| Sec. 1-35. Requests for proposals; cost-benefit analysis. |
| 8 |
| The Department of Human Services shall delay the |
| 9 |
| request-for-proposals process for all services provided by the |
| 10 |
| Department for the State fiscal year beginning July 1, 2004 |
| 11 |
| until after the Department conducts a cost-benefit analysis. |
| 12 |
| Contracts with service providers that are in effect for the |
| 13 |
| State fiscal year ending June 30, 2004 shall remain in effect |
| 14 |
| until the cost-benefit analysis is completed and the Department |
| 15 |
| implements a new request-for-proposals process based on that |
| 16 |
| analysis.

| 17 |
| Section 99. Effective date. This Act takes effect upon |
| 18 |
| becoming law.
