| AMENDMENT NO. ______. Amend House Bill 4870 on page 4, |

| between lines 11 and 12, by inserting the following:

| "Beginning July 1, 2004, the rates paid by the Department |
| 5 |
| to all providers of child care services who are exempt from |
| 6 |
| licensure under the Child Care Act of 1969 shall be increased |
| 7 |
| by an amount equal to 2% of the rates in effect on June 30, |
| 8 |
| 2004.".
