Amends the Secretary of State Act. Requires the Secretary of State to post information on his or her Internet web site concerning the changes made by Public Acts 93-615 and 93-617. Requires the Secretary of State to mail to each registered lobbyist directions about how to access that information. Effective immediately.

| AN ACT concerning the Secretary of State.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Secretary of State Act is amended by adding |
| 5 |
| Section 5.1 as follows:
|
| 6 |
| (15 ILCS 305/5.1 new) |
| 7 |
| Sec. 5.1. Posting of legislation; notification to |
| 8 |
| lobbyists. |
| 9 |
| (a) Within 60 days after the effective date of this |
| 10 |
| amendatory Act of the 93rd General Assembly, the Secretary of |
| 11 |
| State must post information on his or her Internet web site |
| 12 |
| concerning the changes to the law made by Public Acts 93-615 |
| 13 |
| and 93-617. At a minimum, the posting must include: |
| 14 |
| (1) The complete text of Public Acts 93-615 and 93-617; |
| 15 |
| and |
| 16 |
| (2) A summary of the changes to the law made by Public |
| 17 |
| Acts 93-615 and 93-617; and |
| 18 |
| (3) Directions concerning how to obtain any further |
| 19 |
| available information that the Secretary of State has made |
| 20 |
| available concerning Public Acts 93-615 and 93-617.

| (b) Within 90 days after the effective date of this |
| 22 |
| amendatory Act of the 93rd General Assembly, the Secretary of |
| 23 |
| State must mail to each person who is registered under the |
| 24 |
| Lobbyist Registration Act on the effective date of this |
| 25 |
| amendatory Act of the 93rd General Assembly information about |
| 26 |
| how to access the information that the Secretary of State is |
| 27 |
| required to post on his or her Internet web site under |
| 28 |
| subsection (a). The Secretary of State must mail to each person |
| 29 |
| who registers under the Lobbyist Registration Act after the |
| 30 |
| effective date of this amendatory Act of the 93rd General |
| 31 |
| Assembly information about how to access the information that |
| 32 |
| the Secretary of State is required to post on his or her |
