| AN ACT concerning immigrants and refugees.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Attorney General Act is amended by changing |
| 5 |
| Section 6.6 as follows:
|

| Sec. 6.6. Immigrant Assistance Program.
|
| 8 |
| (a) Purpose and policy. The immigrant population of the |
| 9 |
| State of Illinois
constitutes a significant portion of the |
| 10 |
| population of the State of Illinois. These
immigrants often |
| 11 |
| require assistance in order to obtain the government services
|
| 12 |
| to which they are entitled under the law. It is imperative that |
| 13 |
| State
government is aware of the needs of the State's immigrant |
| 14 |
| community and
sensitive to the barriers that may prevent them |
| 15 |
| from seeking and obtaining
services. The Office of the Attorney |
| 16 |
| General should be equipped to assist
immigrants by increasing |
| 17 |
| accessibility to the Office and providing outreach
services to |
| 18 |
| the community, which will serve to educate immigrants as to |
| 19 |
| their
rights and responsibilities as residents of the State.

| (b) Immigrant Assistance Program. Within the Office of the |
| 21 |
| Attorney General,
there shall be established an
Immigrant |
| 22 |
| Assistance Program, which shall be charged with the |
| 23 |
| responsibility of
assessing the needs of the State's immigrant |
| 24 |
| community with regard to access to
government and other |
| 25 |
| services. In addition, the Immigrant Assistance Program
shall |
| 26 |
| be empowered to provide education and outreach services to the |
| 27 |
| immigrant
community of the State, subject to funding |
| 28 |
| availability. These services may
include, but are not limited |
| 29 |
| to, consumer issues, civil rights issues, employee
rights, and |
| 30 |
| other issues of particular interest to the immigrant |
| 31 |
| communities in
the State.
