| vehicle owned or operated by a member of the United States |

| Armed Forces, any Reserves component, or the National Guard, |
| 3 |
| serving on State or federal active duty outside of the United |
| 4 |
| States. If all liability coverage of the vehicle is suspended, |
| 5 |
| the vehicle must be inoperable or stored, as defined by rules |
| 6 |
| adopted by the Secretary. |
| 7 |
| (b) Any resident of this State who (i) is a member of the |
| 8 |
| United States Armed Forces, any Reserves component, or the |
| 9 |
| National Guard, (ii) is or will be serving on active duty |
| 10 |
| outside of the United States, and (iii) owns or drives a motor |
| 11 |
| vehicle, must provide notice to his or her liability insurer |
| 12 |
| requesting that the operator's liability coverage, or |
| 13 |
| liability coverage of the person's vehicle or vehicles, be |
| 14 |
| suspended while the person is serving on active duty outside of |
| 15 |
| the United States. The person must include with the notice |
| 16 |
| proof that he or she is or will be serving in the military on |
| 17 |
| active duty outside of the United States. |
| 18 |
| (c) After the service member has returned from active duty |
| 19 |
| outside of the United States, he or she may not exercise his or |
| 20 |
| her driving privileges, and may not take his or her vehicle out |
| 21 |
| of storage, until he or she has notified the insurer to resume |
| 22 |
| liability coverage. |
| 23 |
| (d) The Secretary shall adopt rules for implementing this |
| 24 |
| Section.".
