SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Illinois HIV/AIDS Task Force Act. Establishes the Illinois HIV/AIDS Task Force to coordinate existing State programs and services for individuals and families living with HIV/AIDS to better meet the needs of those individuals and families. Provides for the appointment of members to the Task Force who represent both public and private organizations and who shall serve on a voluntary, unpaid basis. Requires the Task Force to annually report to the Governor and General Assembly on the Task Force's progress toward its goals and objectives.

1     AN ACT relating to health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Illinois HIV/AIDS Task Force.
 
6     Section 5. Illinois HIV/AIDS Task Force. The Illinois
7 HIV/AIDS Task Force is hereby created to coordinate existing
8 programs and services for individuals and families living with
9 HIV/AIDS in order to better meet the needs of those individuals
10 and families. The Task Force shall guide collaborative efforts
11 to improve and expand upon existing HIV/AIDS programs and
12 services. This work shall include making use of existing
13 reports, research, and planning efforts. The Department of
14 Public Health shall provide the Task Force with any staff
15 support necessary to enable the Task Force to perform its
16 functions.
 
17     Section 10. Membership. The Illinois HIV/AIDS Task Force
18 shall include representation from both public and private
19 organizations, and its membership shall reflect regional,
20 racial, and cultural diversity to ensure representation of the
21 needs of all Illinois children. One member shall be appointed
22 by the President of the Senate, one member appointed by the
23 Minority Leader of the Senate, one member appointed by the
24 Speaker of the House of Representatives, one member appointed
25 by the Minority Leader of the House of Representatives, and
26 other members appointed by the Governor. The Governor's
27 appointments shall include, without limitation, the following:
28         (1) A leader of stature from the Governor's office, to
29     serve as co-chairperson of the Council.
30         (2) The chief administrators of the following State
31     agencies: Department of Human Services; Department of

1     Public Health; and Department of Public Aid.
2         (3) Local government stakeholders and nongovernment
3     stakeholders with an interest in HIV/AIDS programs or
4     services, including representation from the following
5     public-sector and private-sector fields and
6     constituencies: local health departments; physicians;
7     hospitals; respite care; hospice care; business and labor;
8     and law enforcement. The Governor shall designate one of
9     the members who is a nongovernment stakeholder to serve as
10     co-chairperson.
11     Members appointed by General Assembly members and members
12 appointed by the Governor who are local government or
13 nongovernment stakeholders shall serve 3-year terms, except
14 that of the initial appointments, half of these members, as
15 determined by lot, shall be appointed to 2-year terms so that
16 terms are staggered. Members shall serve on a voluntary, unpaid
17 basis.
 
18     Section 15. Accountability. The Illinois HIV/AIDS Task
19 Force shall annually report to the Governor and General
20 Assembly on the Task Force's progress toward its goals and
21 objectives.
