| AMENDMENT NO. ______. Amend House Bill 5023 on page 1, by |

| replacing lines 10 and 11 with the following: |

| ""downtown" means the traditional center business district of a |

| municipality that (i) has served as the center for |
| 6 |
| socio-economic interaction in the municipality, (ii) is |
| 7 |
| characterized by a cohesive core of commercial and mixed use |
| 8 |
| buildings that may be interspersed with civic, religious, and |
| 9 |
| residential buildings and public spaces, and (iii) is typically |
| 10 |
| arranged along a main street and intersecting side streets and |
| 11 |
| served by public infrastructure.".
