| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Supreme Court Act is amended by changing
|

| Section 7 as follows:
|

| Sec. 7. Supreme Court; powers. The Supreme Court shall be |

all power and
authority necessary to carry into |
