    AN ACT concerning utilities.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Public Utilities Act is amended by changing

Section 16-121 as follows:

    (220 ILCS 5/16-121)

    Sec. 16-121. Non-discrimination; adoption of rules and

8
regulations.
The Commission shall adopt rules and regulations 
9
no later
than 180 days after December 16,
the effective date of 
10
this amendatory
Act of 1997 governing
the relationship between 
11
the electric utility and its
affiliates, and ensuring 
12
nondiscrimination in services
provided to the utility's 
13
affiliate and any alternative retail
electric supplier, 
14
including without limitation, cost
allocation, 
15
cross-subsidization and information sharing.
