    AN ACT concerning labor.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Prevailing Wage Act is amended by changing

Section 12 as
follows:

    Sec. 12. If any section, sentence, clause or part of this

act, is for
any reason held to be unconstitutional, the

decision shall not
affect
the remaining portions of this act.

The General Assembly hereby declares
that it would have passed 
11
this Act, and each section, sentence, clause,
or part thereof, 
12
irrespective of the fact that one or more sections,
sentences, 
13
clauses, or parts might be declared unconstitutional.
