    AN ACT in relation to unemployment.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Unemployment Insurance Act is amended by

changing Section
3100
as follows:

    (820 ILCS 405/3100)  (from Ch. 48, par. 810)

    Sec. 3100. Saving
clause.

    The General Assembly
legislature reserves the power to 
9
amend or
repeal this Act at any
time, and all rights, 
10
privileges or immunities conferred by this Act, or by
acts done 
11
pursuant thereto, shall exist subject to such power.
