| AN ACT in relation to education.

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The School Code is amended by changing Section |
| 5 |
| 21-2b as follows:
|

| Sec. 21-2b. Teacher education program entrance. In |
| 8 |
| consultation with
the State Teacher Certification Board the |
| 9 |
| State Board of Education shall
develop procedures that

| ensure that all students entering
approved teacher
education |

| programs are proficient in the areas of reading, mathematics |
| 12 |
| and
language arts. Each institution of higher learning shall |
| 13 |
| submit to the
State Teacher Certification Board a plan that
|

| which sets forth
procedures for
implementation of this Section.
