    AN ACT in relation to financial assistance.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Higher Education Student Assistance Act is 
5
amended by
changing Section 95 as follows:

    (110 ILCS 947/95)

    Sec. 95. Capacity of  Minors.  Any person otherwise 
8
qualifying for a loan
guaranteed or originated by the 
9
Commission shall not be disqualified by
reason of being under 
10
the age of 21 years; and each such person shall have the

11
rights, powers, privileges and obligations of a person of full 
12
age with respect
thereto.
