| AN ACT concerning sex offender management.
|
2 |
| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Sex Offender Management Board Act is amended |
5 |
| by changing Section 5 as follows:
|

| Sec. 5. Legislative declaration. The General Assembly |
8 |
| hereby declares
that the comprehensive evaluation, |
9 |
| identification, counseling, and continued
monitoring of sex |
10 |
| offenders who are subject to the supervision of the
criminal or |
11 |
| juvenile justice systems or mental health systems is
necessary |
12 |
| in
order to work toward the
elimination of recidivism by such |
13 |
| offenders. Therefore, the General Assembly
hereby creates a |
14 |
| program which standardizes the evaluation, identification,
|
15 |
| counseling, and continued monitoring of sex offenders at each |
16 |
| stage of the
criminal or juvenile justice systems or mental |
17 |
| health systems so
that
those offenders will curtail
|
18 |
| recidivistic behavior and the protection of victims and |
19 |
| potential victims will
be enhanced. The General Assembly |
20 |
| recognizes that some sex offenders
cannot or will not respond |
21 |
| to counseling and that, in creating the program
described in |
22 |
| this Act, the General Assembly does not intend to imply that
|
23 |
| all sex offenders can be successful in counseling.
