| AMENDMENT NO. ______. Amend House Bill 5995 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Illinois Public Aid Code is amended by |
| 5 |
| adding Section 12-4.4a as follows:
|

| (305 ILCS 5/12-4.4a new) |

| Sec. 12-4.4a. Food stamp program; waiver to determine food |
| 8 |
| that may be purchased in Illinois; public health policy. The |
| 9 |
| Secretary of Human Services shall seek a waiver from the United |
| 10 |
| States Department of Agriculture to allow the State to specify |
| 11 |
| foods that may and may not be purchased in Illinois with |
| 12 |
| benefits funded by the federal Food Stamp Program. The |
| 13 |
| Secretary shall consult with members of the General Assembly in |
| 14 |
| developing the waiver and must obtain the approval of the |
| 15 |
| General Assembly prior to implementing the waiver. The |
| 16 |
| Department of Human Services, in consultation with the |
| 17 |
| Department of Public Aid and the State Board of Education, |
| 18 |
| shall develop a broad public health policy related to improved |
| 19 |
| nutrition and health status.".
