    Amends the Illinois Municipal Code. Makes a technical change in a Section concerning appointments by the board of fire and police commissioners.

1     AN ACT concerning municipalities.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Municipal Code is amended by
5 changing Section 10-2.1-9 as follows:
 
6     (65 ILCS 5/10-2.1-9)  (from Ch. 24, par. 10-2.1-9)
7     Sec. 10-2.1-9. Original appointments; Preferences;
8 Limitation.
9     (a) The board of fire and police commissioners shall give
10 preference for original appointment to persons designated in
11 Section 10-2.1-8 whose names appear on any register of
12 eligibles resulting from an examination for original entrance
13 in the classified service of the fire and police departments of
14 any municipality coming under the provisions of this Division
15 2.1 by adding to the final grade average that which they
16 receive or will receive as the result of any examination held
17 for original entrance, 5 points. The board shall also give
18 preference to persons eligible under subsection (b) as provided
19 in that subsection. The numerical result thus attained shall be
20 applied by the board of fire and police commissioners in
21 determining the position of such persons on any eligibility
22 list which has been created as the result of any examination
23 for original entrance for purposes of preference in
24 certification and appointment from such eligibility list. The
25 board shall strike off the names of candidates for original
26 appointment after such names have been on the list for more
27 than 2 years.
28     (b) All persons who, on or after the effective date of this
29 amendatory Act of 1993, have been paid-on-call certified
30 firefighters II, paramedics, or any combination of those
31 capacities, of the municipality shall be awarded 0.5 point for
32 each year of successful service in one or more of those

1 capacities, up to a maximum of 5 points at the time of
2 examination for original appointment to the classified service
3 of the fire department. Certified firefighters III shall be
4 awarded one point per year up to a maximum of 5 points.
5 Applicants from outside the municipality who were employed as
6 full-time firefighters or firefighter-paramedics by a fire
7 protection district or another municipality for at least 2
8 years shall have the same preference as paid-on-call personnel.
9 These additional points presuppose a rating scale totalling 100
10 points available for the eligibility list. If more or fewer
11 points are used in the rating scale for the eligibility list,
12 the points awarded under this subsection shall be increased or
13 decreased by a factor equal to the total possible points
14 available for the examination divided by 100.
15     No person entitled to additional points under this
16 subsection shall be required to claim that preference or credit
17 before an examination is held. The preference shall be given
18 after the posting or publication of the eligibility list. To
19 qualify for the preference, applicants who are eligible for
20 credit under this subsection shall make a claim for that
21 credit, in writing, within 10 days after the posting of the
22 eligibility list, or the claim shall be deemed waived. Upon
23 request by the board of fire and police commissioners, the
24 governing body of the municipality or (in the case of
25 applicants from outside the municipality) the governing body of
26 any fire protection district or any other municipality shall
27 certify to the board of fire and police commissioners, within
28 10 days of the request, the number of years of successful
29 paid-on-call service of any person. A candidate may not receive
30 preference points under this subsection if the amount of points
31 awarded would place the candidate before a veteran on the
32 eligibility list.
