| AN ACT concerning vehicles.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by changing |
5 |
| Section 3-645 as follows:
|

| (625 ILCS 5/3-645)
|

| Sec. 3-645. Vietnam Veteran License Plates.
|

| (a) In addition to any other special license plate, the |
9 |
| Secretary of State , upon
receipt of all applicable fees and |
10 |
| applications made in the form prescribed by
the Secretary of |
11 |
| State, may issue Vietnam Veteran license plates to residents
of |
12 |
| Illinois who meet eligibility requirements prescribed by the |
13 |
| Secretary of
State. The special Vietnam Veteran plate issued |
14 |
| under this Section shall be
affixed only to passenger vehicles |
15 |
| of the first division, motorcycles, and
motor vehicles of the |
16 |
| second division weighing not more than 8,000 pounds.
Plates |
17 |
| issued under this Section shall expire according to the |
18 |
| staggered
multi-year procedure established by Section 3-414.1 |
19 |
| of this Code.

| (b) The design, color, and format of the plates shall be |
21 |
| wholly
within the discretion of the Secretary of State. The |
22 |
| Secretary may, in his or
her discretion, allow the plates to be |
23 |
| issued as vanity plates or personalized
in accordance with |
24 |
| Section 3-405.1 of this Code. The plates are not required
to |
25 |
| designate "Land Of Lincoln", as prescribed in subsection (b) of |
26 |
| Section
3-412 of this Code. The Secretary shall prescribe the |
27 |
| eligibility requirements
and, in his or her discretion, shall |
28 |
| approve and prescribe stickers or decals
as provided under |
29 |
| Section 3-412.
|

| (c) An applicant shall be charged a $15 fee for original |
31 |
| issuance in
addition to the applicable registration fee. This |
32 |
| additional fee shall be
deposited into the Secretary of State |
