| 5, after "4", by inserting "and adding Section 4.3"; and

| on page 1, immediately below line 17, by inserting the |

| following:

| "(510 ILCS 65/4.3 new)

| Sec. 4.3. Auction certificate of notification. Any equine |
| 8 |
| owner who sells or otherwise transfers an equine in an equine |
| 9 |
| auction must sign, upon consignment, a certificate of |
| 10 |
| notification acknowledging that he or she has been made aware |
| 11 |
| of the fact that the auctioned equine may be sold for |
| 12 |
| slaughter. A copy of the certificate of notification shall |
| 13 |
| accompany the equine upon sale or transfer. The person or |
| 14 |
| entity conducting the auction shall provide the certificate of |
| 15 |
| notification.".
