    Amends the Illinois Human Rights Act. Authorizes the Department of Human Rights to charge fees to private companies for training offered by the Department's Institute for Training and Development.  Provides that the fees shall be paid into the Department of Human Rights Training and Development Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used to enhance the quality of the Department's training services, make training available at no cost to agency employees, other State agencies and instrumentalities of the State, community organizations, colleges and universities, and other groups and organizations in Illinois, and  make training available to private companies for a fee. Effective January 1, 2005.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The State Finance Act is amended by adding 
5

5.625 as follows:

    Sec. 5.625. The Department of Human Rights Training and

Development Fund.

    Section 10. The Illinois Human Rights Act is amended  by 
10
adding Section 7-112.5 as follows:

    Sec. 7-112.5. Training fee. The Department is authorized to 
13
charge fees to private companies for training offered by the 
14
Department's Institute for Training and Development.  The fees 
15
shall be paid into the Department of Human Rights Training and

Development Fund, a special fund that is created in the State 
17
treasury. Moneys in the Fund shall be used to: (i) enhance the 
18
