Amends the Department of Transportation Law of the Civil Administrative Code
of Illinois. Authorizes the creation of the Prairie Parkway Corridor Council to take certain actions in relation to the economic development of the Prairie Parkway Corridor.
Provides procedures for the organization and operation of the Council.
Requires the Council to report annually to the counties and municipalities represented by its members. Provides that the Council is abolished 10 years after completion of the Prairie Parkway or upon the vote of a majority of the voting members. Effective immediately.

| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Department of Transportation Law of the
|
5 |
| Civil Administrative Code of Illinois is amended by adding |
6 |
| Section 2705-209 as
follows:
|

| (20 ILCS 2705/2705-209 new)

| Sec. 2705-209. Prairie Parkway Corridor Council.
|
9 |
| (a) Upon the request of at least one county within 1.5 |
10 |
| miles of the Prairie Parkway Corridor, the Department shall |
11 |
| establish a Prairie Parkway Corridor Council within the |
12 |
| Department. The request for the creation of the Council may |
13 |
| only be made after the completion of Phase One engineering of |
14 |
| the Prairie Parkway Corridor.

| (b) The voting members of the Council shall consist of the |
16 |
| following:(i) one county board member of each county within 1.5 |
17 |
| miles of the Prairie Parkway Corridor who shall be appointed by |
18 |
| the chairman of the county board and (ii) one member of the |
19 |
| corporate authorities of each municipality within 1.5 miles of |
20 |
| the Prairie Parkway Corridor who shall be appointed by the |
21 |
| corporate authorities of the municipality. The members shall |
22 |
| elect a chairman from among the voting members.

| The Director of Transportation, or his or her designee, |
24 |
| shall serve as an ex-officio, non-voting member of the Council.
|
25 |
| If a vacancy occurs in the Council membership, the vacancy |
26 |
| shall be filled
in
the same manner as the initial appointment.
|
27 |
| (c) The Council may begin to conduct business upon the |
28 |
| appointment of a
majority of the voting members, including the |
29 |
| chair.
|
30 |
| (d) The Council may adopt bylaws; it must meet at least |
31 |
| once each
calendar
quarter; and it may establish committees and |
32 |
| officers as it deems necessary.
