Amends the Public Safety Employee Benefits Act. Provides the benefits of that Act to a person who is employed as a security guard by the State on a full-time, part-time, temporary, or contractual-payroll basis and whose death or catastrophic injury in the line of duty occurs on or after September 1, 2004. Effective immediately.

| AN ACT concerning public employee benefits.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Public Safety Employee Benefits Act is |
| 5 |
| amended by adding Section 4 as follows: |
| 6 |
| (820 ILCS 320/4 new)
|
| 7 |
| Sec. 4. State security guards. |
| 8 |
| (a) A person who is employed as a security guard by the |
| 9 |
| State on a full-time, part-time, temporary, or |
| 10 |
| contractual-payroll basis and who suffers a catastrophic |
| 11 |
| injury or is killed in the line of duty on or after September |
| 12 |
| 1, 2004 under circumstances described in subsection (b) of |
| 13 |
| Section 10 is entitled to the benefits provided in that |
| 14 |
| Section, notwithstanding the "full-time" requirement of |
| 15 |
| subsection (a) of that Section. |
| 16 |
| (b) A person who is employed as a security guard by the |
| 17 |
| State on a full-time, part-time, temporary, or |
| 18 |
| contractual-payroll basis and who is accidentally or |
| 19 |
| unlawfully and intentionally killed on or after September 1, |
| 20 |
| 2004 under circumstances described in subsection (b) of Section |
| 21 |
| 10 is entitled to the benefits provided in Section 15, |
| 22 |
| notwithstanding the "full-time" requirement of subsection (a) |
| 23 |
| of Section 10. |
| 24 |
| (c) "State" means the State of Illinois and any of its |
| 25 |
| departments,
divisions, boards, bureaus, commissions, |
| 26 |
| authorities, colleges, and
universities.

| 27 |
| Section 99. Effective date. This Act takes effect upon |
| 28 |
| becoming law.
