093_HJ0034 LRB093 11788 DRJ 15841 r 1 HOUSE JOINT RESOLUTION 2 WHEREAS, Organs and tissues from a single donor can help 3 more than 50 individuals; and 4 WHEREAS, Nationally, 17 people die every day waiting for 5 a lifesaving organ transplant, and every 13 minutes another 6 individual is added to the national transplant waiting list; 7 and 8 WHEREAS, More than 13,000 Illinois citizens have received 9 organ transplants since 1987; and 10 WHEREAS, In the year 2002, more than 900 organ 11 transplants were performed in Illinois and there were 4,584 12 men, women, and children on the waiting list at the end of 13 the year; and 14 WHEREAS, More than 300 people in the State died last year 15 while waiting for an organ transplant; and 16 WHEREAS, The Illinois Organ/Tissue Donor Registry, 17 operated by the Secretary of State, is one of the most 18 successful registries in the United States, and it makes use 19 of the Illinois driver's license and identification card 20 database to identify individuals who are willing to be an 21 organ or tissue donor; and 22 WHEREAS, First Person Consent provides an additional 23 method to document the wishes of individuals to donate organs 24 or tissues, or both; therefore, be it 25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 26 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 27 SENATE CONCURRING HEREIN, that there is created an Illinois 28 First Person Consent Task Force for the purpose of examining 29 current Illinois statutes and programs regarding organ/tissue 30 donation and making recommendations to the General Assembly -2- LRB093 11788 DRJ 15841 r 1 concerning First Person Consent; and be it further 2 RESOLVED, That the Illinois First Person Consent Task 3 Force shall consist of the following members: 2 members of 4 the Illinois House of Representatives, one of whom is 5 appointed by the Speaker of the House and one of whom is 6 appointed by the Minority Leader of the House; 2 members of 7 the Illinois Senate, one of whom is appointed by the 8 President of the Senate and one of whom is appointed by the 9 Minority Leader of the Senate; and one representative from 10 each of the following agencies and organizations as 11 designated by their leadership: 12 (1) The Secretary of State or his designee, 13 (2) The Director of the Department of Public Health or 14 his designee, 15 (3) The Gift of Hope Organ and Tissue Donor Network, 16 (4) The Mid-America Transplant Services, 17 (5) The Illinois Eye Bank, 18 (6) The Illinois State Medical Society, 19 (7) The American Red Cross, 20 (8) The Illinois Nurses Association, 21 (9) The Illinois Hospital Association, and 22 (10) The University of Chicago; and be it further 23 RESOLVED, That the private sector members shall serve on 24 a voluntary basis and shall be responsible for any costs 25 associated with their participation in the Illinois First 26 Person Consent Task Force; and be it further 27 RESOLVED, That the Secretary of State or his designee 28 shall serve as the chairperson of the First Person Task 29 Force, that all members of the Illinois First Person Consent 30 Task Force shall be considered to be members with voting 31 rights, that a quorum of the Task Force shall consist of a 32 majority of the members of the Task Force, and that all 33 actions and recommendations of the Task Force be approved by -3- LRB093 11788 DRJ 15841 r 1 a simple majority of the members of the Task Force; and be it 2 further 3 RESOLVED, That the Illinois First Person Consent Task 4 Force shall meet at the call of the chairperson and shall 5 receive the assistance of legislative staff; and be it 6 further 7 RESOLVED, That the Illinois First Person Consent Task 8 Force shall summarize its findings within a proposal that may 9 be incorporated into legislation and shall recommend how to 10 efficiently and cost-effectively implement such legislation 11 in a report to the General Assembly no later than December 12 31, 2003.
