HOUSE RESOLUTION

WHEREAS, It has come to our attention that Richard "Dick" Lockhart, lobbyist and founder of Social Engineering Associates, Inc., has recently celebrated his 80th birthday; and

WHEREAS, Mr. Lockhart was born in Lima, Ohio, on January 20, 1924; and

WHEREAS, Mr. Lockhart enlisted in the U.S. Army in 1943, volunteering for infantry duty; he was assigned to the European Theatre, where he was held as a prisoner of war in 1945; he was awarded the Bronze Star, the Combat Infantryman Badge, and was honorably discharged from service on December 12, 1945; and

WHEREAS, Mr. Lockhart continued his education at Northwestern University Evening School in 1946; he married Dorothy Phelps in 1948 and they have raised their children together, including their daughter and son, Lisa Louise and David Douglas; and

WHEREAS, Mr. Lockhart Formed Social Engineering Associates, Inc. on September 15, 1958, in Chicago; he helped guide the successful referenda calling for Illinois' 3rd Constitutional Convention in 1968 and served as special consultant to the President of the Constitutional Convention; he was later retained for the successful referendum adopting the proposed Constitution in 1970; and

WHEREAS, Mr. Lockhart was designated by the Chicago Sun Times as being one of the "Ten Best Lobbyists in Illinois", was elected Speaker of the Illinois Third House in 1980, and was credentialed to cover every Democratic and Republican National Convention between 1964 and 1984; and

WHEREAS, Mr. Lockhart has authored and published several works including "The Illinois Political Reporter", the article on Illinois for "The Encyclopedia Britannica" in 1974, "The Legislative Process and the Pursuit of Virtue", and "Words Wise and Otherwise", among others; and

WHEREAS, Mr. Lockhart has shown benevolence and humanity through his donations to the U.S. Holocaust Memorial Museum, The Illinois State Library, and the Allen County Public Library in Ft. Wayne, Indiana; and

WHEREAS, Mr. Lockhart has entered his 45th year as a professional lobbyist; therefore be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we hereby extend our best wishes to Richard "Dick" Lockhart on the occasion of his 80th birthday and commend him for his years of dedication to the people of the State of Illinois; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Richard "Dick" Lockhart as an expression of our esteem.
