HOUSE RESOLUTION

    WHEREAS, Economic development is a major function of state 
3
and local governments nationwide; and

 
4
    WHEREAS, Job growth and quality of life enhancements are 
5
two major objectives of state and local economic development 
6
policy; and
 
7
    WHEREAS, Given the economic and demographic diversity of 
8
Illinois, economic development policy may best be crafted at 
9
the local and regional levels where local government, labor, 
10
and business leaders are most aware of the economic strengths 
11
and weaknesses of their own communities and counties; and
 
12
    WHEREAS, Many Illinois communities and regions depend upon 
13
the economic development expertise and capacity of the State 
14
for their own business and workforce development needs; and
 
15
    WHEREAS, When developing statewide economic development 
16
policy and objectives, the State should contact local and 
17
regional economic leaders to ascertain the business and 
18
workforce development needs and objectives of Illinois 
19
communities and counties; and
 
20
    WHEREAS, In conjunction with a renewed initiative to assist 
21
the diverse regions and communities in Illinois with economic 
22
development strategic planning, the State is entering an 
23
opportune time to systematically maintain contact with local 
24
and regional economic leaders in order to gauge their workforce 
25
and business development concerns and the effectiveness of 
26
State policy in support of local economic development policy; 
27
therefore, be it

    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
29
NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we

encourage the Governor and the Department of Commerce and 
2
Economic Opportunity to develop a program of systematic contact 
3
with local and regional economic development stakeholders and 
4
policy makers with the purpose of gauging the effectiveness of 
5
State business and workforce development policy at the local 
6
and regional levels and with the purpose of crafting new 
7
development policies and objectives that best meet the needs 
8
and strategies of local and regional economic leaders; and be 
9
it further

    RESOLVED, That the Department of Commerce and Economic 
11
Opportunity report to the chairmen and spokespersons of the 
12
House Commerce and Business Development Committee and the House 
13
Labor Committee concerning (i) the Department's current 
14
efforts to make systematic contact with local and regional 
15
economic stakeholders and policy makers concerning economic 
16
development and (ii) the scope of those efforts; and be it 
17
further

    RESOLVED, That a copy of this resolution be presented to 
19
the Director of Commerce and Economic Opportunity.
