HOUSE RESOLUTION


 
2
    WHEREAS, The members of the House of Representatives are 
3
pleased to congratulate Captain Kevin W. Shaughnessy on the 
4
occasion of his retirement as Commander of State Police 
5
District 5 in Joliet after 25 years with the State Police; and

 
6
    WHEREAS, Kevin W. Shaughnessy entered the Illinois State 
7
Police Academy in June of 1978; he was a member of the first 
8
class of agents; upon graduation in October of 1978, he was 
9
assigned to the Division of Criminal Investigations, Financial 
10
Fraud and Forgery Unit; and

 
11
    WHEREAS, He was promoted to Master Sergeant in 1988 and 
12
became the Squad Supervisor of the Financial Fraud and Forgery 
13
Unit; through the years, he coordinated and was a supervisor 
14
for several State Police units; and

 
15
    WHEREAS, In 1995, Sergeant Shaughnessy was promoted to 
16
Lieutenant and was assigned to District Chicago with 
17
assignments in Investigations and Patrol; he was also assigned 
18
as Commander of the South Suburban Major Crimes Task Force; and

 
19
    WHEREAS, Lieutenant Shaughnessy was promoted to Captain in 
20
1999 and was made Commander of District 5 in Joliet; and

 
21
    WHEREAS, Captain Shaughnessy has been the recipient of the 
22
Illinois State Police Director's Award of Honor, the Director's 
23
Award of Merit, and numerous departmental commendations; he was 
24
named the M.A.D.D. Officer of the year for Will County in 2002; 
25
and

 
26
    WHEREAS, Captain Shaughnessy has instructed over 3,000 Law 
27
Enforcement Officers on a variety of topics; he is a State 
28
certified instructor with the Law Enforcement Training and 
29
Standards Board, Springfield, and he has taught at the Illinois

State Police Academy, with Northeast Multi-Regional Training, 
2
and Northwestern University Traffic Institute; he is a member 
3
of the International Association of Chiefs of Police, the 
4
Illinois Association of Chiefs of Police, the Greater Cook 
5
County Council-Chiefs of Police (President 2002 to 2003), the 
6
Kendall County Chiefs of Police, the Will County Chiefs of 
7
Police, the Illinois Polygraph Society, and the Grundy County 
8
Law Enforcement Executives Association; and

 
9
    WHEREAS, Captain Shaughnessy is married to Colleen; he has 
10
three children, Ryan, Kelly, and Mary Beth; he enjoys playing 
11
golf and is an avid player of games of chance; therefore, be it

 
12
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
13
NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
14
congratulate Captain Kevin W. Shaughnessy on the occasion of 
15
his retirement from the Illinois State Police; and be it 
16
further

    RESOLVED, That a suitable copy of this resolution be 
18
presented to Captain Shaughnessy as an expression of our 
19
esteem.
