| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives congratulate Richard L. Carter on his |
| 4 |
| retirement after 35 years with the Illinois Farm Bureau and as |
| 5 |
| Manager of the Moultrie and Douglas County Farm Bureaus; and
|
| 6 |
| WHEREAS, During his tenure as manager of the Moultrie and |
| 7 |
| Douglas County Farm Bureaus, the organizations have achieved |
| 8 |
| solid financial stability and membership has increased; and
|
| 9 |
| WHEREAS, His knowledge of agricultural issues has been |
| 10 |
| recognized by agricultural leaders and government officials; |
| 11 |
| and
|
| 12 |
| WHEREAS, Mr. Carter never lost touch with the farmer in the |
| 13 |
| field through his work with the Farm Bureau and also as a |
| 14 |
| farmer himself; he is an avid Nascar and Jeff Gordon fan and |
| 15 |
| enjoys collecting antique tractors; his life is characterized |
| 16 |
| by his faith in God and his involvement with his church; and |
| 17 |
| his devotion to his wife, Kay; his three children, Rachelle, |
| 18 |
| Marsha, and Greg; his two step-daughters, Jackie and Jennifer; |
| 19 |
| his children's spouses; and his 14 grandchildren; and
|
| 20 |
| WHEREAS, Under Mr. Carter's leadership, many members have |
| 21 |
| risen to the State level; he has served the cause of |
| 22 |
| agriculture with the highest integrity and greatest honesty; |
| 23 |
| therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 25 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 26 |
| congratulate Richard L. Carter on his retirement after many |
| 27 |
| years of hard work and dedication to Moultrie and Douglas |
| 28 |
| Counties, the industry, and to the business of Agriculture in |
| 29 |
| this State; we wish him well in all his future endeavors; and |
| 30 |
