HOUSE RESOLUTION

    WHEREAS, The Department of Central Management Services, 
3
after making a decision to eliminate OSF HealthPlans as a 
4
managed care plan option for State employees and some State 
5
retirees beginning in Fiscal Year 2005, has decided to reopen 
6
the bidding process; and

 
7
    WHEREAS, Approximately 15,000 Illinois residents are 
8
covered by OSF HealthPlans as a result of its contract with the 
9
State; and
 
10
    WHEREAS, In 2004, OSF HealthPlans has received an 
11
"Excellent" accreditation status, the highest possible level, 
12
for its HMO and POS products from the National Committee for 
13
Quality Assurance for its 28-county service area in Illinois; 
14
this status is based on a review of how a health plan ensures  
15
that its members are receiving high quality care and service; 
16
and

 
17
    WHEREAS, Developing a long-term relationship with a 
18
trusted family physician can greatly improve the quality of 
19
health care; however, the elimination of OSF HealthPlans as a 
20
managed care plan option would mean that  some State employees 
21
who wish to remain in an HMO would not be able to keep their 
22
current primary physician, thereby disrupting the continuity 
23
of care for those employees and their families; and

 
24
    WHEREAS, Job preservation is a high priority for the State 
25
of Illinois; because OSF HealthPlans is headquartered in 
26
downstate Illinois, the enrollment of State employees with OSF 
27
HealthPlans provides jobs to downstate Illinois residents; any 
28
movement of State employees to other managed care plans 
29
headquartered elsewhere would have the effect of moving jobs 
30
elsewhere; and

    WHEREAS, All of the consequences of any action taken by the 
2
Department of Central Management Services should be fully 
3
considered in determining whether that action is in the best 
4
interests of the State of Illinois; therefore, be it

 
5
    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
6
NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
7
urge the Department of Central Management Services to give due 
8
consideration to the needs of State employees, retirees, and 
9
dependents in determining whether to keep OSF HealthPlans as a 
10
managed care plan option; and be it further

 
11
    RESOLVED, That a copy of this resolution be delivered to 
12
Michael M. Rumman, the Director of Central Management Services.
