| HOUSE RESOLUTION

| WHEREAS, The Department of Central Management Services, |
| 3 |
| after making a decision to eliminate OSF HealthPlans as a |
| 4 |
| managed care plan option for State employees and some State |
| 5 |
| retirees beginning in Fiscal Year 2005, has decided to reopen |
| 6 |
| the bidding process; and
|
| 7 |
| WHEREAS, Approximately 15,000 Illinois residents are |
| 8 |
| covered by OSF HealthPlans as a result of its contract with the |
| 9 |
| State; and |
| 10 |
| WHEREAS, In 2004, OSF HealthPlans has received an |
| 11 |
| "Excellent" accreditation status, the highest possible level, |
| 12 |
| for its HMO and POS products from the National Committee for |
| 13 |
| Quality Assurance for its 28-county service area in Illinois; |
| 14 |
| this status is based on a review of how a health plan ensures |
| 15 |
| that its members are receiving high quality care and service; |
| 16 |
| and
|
| 17 |
| WHEREAS, Developing a long-term relationship with a |
| 18 |
| trusted family physician can greatly improve the quality of |
| 19 |
| health care; however, the elimination of OSF HealthPlans as a |
| 20 |
| managed care plan option would mean that some State employees |
| 21 |
| who wish to remain in an HMO would not be able to keep their |
| 22 |
| current primary physician, thereby disrupting the continuity |
| 23 |
| of care for those employees and their families; and
|
| 24 |
| WHEREAS, Job preservation is a high priority for the State |
| 25 |
| of Illinois; because OSF HealthPlans is headquartered in |
| 26 |
| downstate Illinois, the enrollment of State employees with OSF |
| 27 |
| HealthPlans provides jobs to downstate Illinois residents; any |
| 28 |
| movement of State employees to other managed care plans |
| 29 |
| headquartered elsewhere would have the effect of moving jobs |
| 30 |
| elsewhere; and
