| HOUSE RESOLUTION
|

| WHEREAS, The House Special Committee on Fee-For-Service |
| 3 |
| Initiatives has held three open hearings on the Department of |
| 4 |
| Human Services' proposal to adopt a fee-for-service |
| 5 |
| methodology to pay providers for serving the State's clients |
| 6 |
| with problems of substance abuse, developmental disability, |
| 7 |
| and mental illness; and
|
| 8 |
| WHEREAS, The Committee appreciates the willingness of the |
| 9 |
| Governor's Office of Management and Budget and the Department |
| 10 |
| of Human Services to work with provider groups to ensure a |
| 11 |
| smooth transition to the new payment methodology; and |
| 12 |
| WHEREAS, The Committee, while supporting the |
| 13 |
| fee-for-service methodology, remains concerned that the |
| 14 |
| Department's transition schedule could jeopardize treatment |
| 15 |
| for these most vulnerable populations; and |
| 16 |
| WHEREAS, The Committee believes the Department must show it |
| 17 |
| has the infrastructure capacity and field-tested experience |
| 18 |
| before a wholesale shift to the new system; therefore, be it
|

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 20 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 21 |
| the Committee urges the Department of Human Services to make |
| 22 |
| periodic progress reports to the Committee over the next |
| 23 |
| several months, specifically including reports in September, |
| 24 |
| October, November, and December of 2004; and be it further
|
| 25 |
| RESOLVED, That the Committee urges the General Assembly to |
| 26 |
| adopt an operational budget for the Department of Human |
| 27 |
| Services that reflects only the first six months of funding for |
| 28 |
| the coming fiscal year, while appropriating the full year of |
| 29 |
| grant lines.
