| HOUSE RESOLUTION

| WHEREAS, Current Illinois law prohibits school districts |
3 |
| from collecting equitable funds on a timely basis to cover the |
4 |
| largest portion of school expenses which traditionally are the |
5 |
| operational expenditures; and |
6 |
| WHEREAS, Less than fifty percent of school funding comes |
7 |
| from State sources; and |
8 |
| WHEREAS, Residential structures can be built in a |
9 |
| particular year, however, the full realization of the property |
10 |
| taxes collected by the county and received by a particular |
11 |
| school district could "lag" behind at least eighteen months; |
12 |
| and |
13 |
| WHEREAS, When such structures are built the effect on local |
14 |
| school districts is detrimental; therefore, be it
|
15 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
16 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
17 |
| the school district should be able to request a certain amount |
18 |
| of money upfront from the new home owner in a new subdivision |
19 |
| to cover the cost of education services for their children who |
20 |
| are enrolled or who will be enrolled in that school district |
21 |
| for a period of one year.
