| HOUSE RESOLUTION
|

| WHEREAS, Senate Bill 3000 of the 93rd General Assembly, as |
| 3 |
| it passed the House on May 31, 2004, requires the State Board |
| 4 |
| of Education to develop a 5-year comprehensive strategic plan |
| 5 |
| for elementary and secondary education; and
|
| 6 |
| WHEREAS, The unique needs of rural school districts and |
| 7 |
| school reorganization issues are required to be included in |
| 8 |
| this strategic plan, two significant topics that this State |
| 9 |
| must urgently address; and |
| 10 |
| WHEREAS, Many rural school districts are faced with |
| 11 |
| declining enrollments, increasing costs, and declining tax |
| 12 |
| bases, and residents of these school districts are faced with |
| 13 |
| limited choices; and |
| 14 |
| WHEREAS, Schools in rural communities are often the central |
| 15 |
| focus of the community, and the State's policies encourage |
| 16 |
| communities to be economically sound and viable; therefore, be |
| 17 |
| it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 19 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 20 |
| urge the State Board of Education, in developing its 5-year |
| 21 |
| comprehensive strategic plan for elementary and secondary |
| 22 |
| education, to address as soon as possible the unique needs of |
| 23 |
| rural school districts and school reorganization issues in |
| 24 |
| relation to the economic vitality of these communities.
