| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The current economic climate has made it difficult |
| 3 |
| to frame a consensus and approve a responsible, balanced budget |
| 4 |
| for the State of Illinois for Fiscal Year 2005; and |
| 5 |
| WHEREAS, The Governor and the leaders and members of the |
| 6 |
| General Assembly have been meeting in an effort to resolve |
| 7 |
| differences and agree on a budget that will allow the State to |
| 8 |
| continue operations on and after July 1, 2004; and |
| 9 |
| WHEREAS, Lawmakers now believe that a new budget must be |
| 10 |
| approved by July 12, 2004 to ensure that State employee |
| 11 |
| paychecks are not delayed; and |
| 12 |
| WHEREAS, If paychecks are delayed to State employees and to |
| 13 |
| employees of organizations that rely on State grants and |
| 14 |
| funding, then thousands of families across Illinois will face |
| 15 |
| financial hardship; therefore, be it |
| 16 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 17 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 18 |
| urge banks and other financial institutions doing business in |
| 19 |
| Illinois to offer no-interest or low-interest loans, based upon |
| 20 |
| most-recent pay stubs, to State employees, and also to |
| 21 |
| employees of organizations that rely on State grants and |
| 22 |
| funding, if the employees do not receive their paychecks in a |
| 23 |
| reasonable and timely manner due to the lack of a Fiscal Year |
| 24 |
| 2005 budget; and be it further |
| 25 |
| RESOLVED, That a copy of this resolution be presented to |
| 26 |
| the Director of Financial and Professional Regulation for |
| 27 |
| distribution to banks and other financial institutions doing |
| 28 |
| business in Illinois.
