| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois are pleased to congratulate Captain Francis |
| 4 |
| "Fran" McCarthy on the occasion of his retirement after 32 |
| 5 |
| years of service with the Chicago Police Department; and
|
| 6 |
| WHEREAS, Fran was first appointed on November 20, 1972 with |
| 7 |
| Star #7663; he was assigned to the 6th Police District upon |
| 8 |
| graduation from the police academy and then to R & D; he was |
| 9 |
| promoted to Sergeant on April 1, 1981 with Star #769 and |
| 10 |
| assigned to Traffic; he was then promoted to Lieutenant in the |
| 11 |
| 7th Police District with Star #555; and
|
| 12 |
| WHEREAS, In July 1991, Fran was assigned to the 9th Police |
| 13 |
| District; he served as a Tactical Lieutenant from March 31, |
| 14 |
| 1994 until 2000 after getting Molloy dumped to the Detective |
| 15 |
| Division; as a Tactical Lieutenant he helped restore safety in |
| 16 |
| the gang-infested community by instilling fear to gang members |
| 17 |
| and being tough on crime; he was assigned to the Special |
| 18 |
| Functions Group; and
|
| 19 |
| WHEREAS, Fran was promoted to Captain on December 28, 2000 |
| 20 |
| with Star #55 and was assigned to the 21st Police District; he |
| 21 |
| retired on May 15, 2004, when he gave his last roll call in the |
| 22 |
| company of his wife, children, parents, and many friends and |
| 23 |
| family; and
|
| 24 |
| WHEREAS, During his tenure with the Chicago Police |
| 25 |
| Department, Captain McCarthy was the recipient of several |
| 26 |
| commendations, including one Superintendent Award of Merit, |
| 27 |
| one Special Commendation, two Department Commendations, 30 |
| 28 |
| Honorable Mentions, and 10 Complimentary Letters; and
|
| 29 |
| WHEREAS, Captain McCarthy is loved, respected, and revered |
| 30 |
| by the members of the 21st District, where he will be severely |
