| WHEREAS, Dave Clark, Department of Transportation District |
3 |
| 5 Engineer, is retiring after 28 years of dedicated public |
4 |
| service; and
|
5 |
| WHEREAS, He was born on June 22, 1954, at the |
6 |
| Furstenfeldbruck Air Force Base in Germany; he attended Cuba |
7 |
| High School in Cuba, Illinois, Spoon River College in Canton, |
8 |
| and graduated with a Bachelor of Science degree in civil |
9 |
| engineering from the University of Illinois in 1977; he |
10 |
| obtained his professional engineering license in 1984; and
|
11 |
| WHEREAS, Throughout his 28 year career, he spent 26 years |
12 |
| working in District 4 in the areas of Construction and Design |
13 |
| before being promoted to District Engineer for District 5 in |
14 |
| May of 2002; during his career, he served on several Statewide |
15 |
| committees, including as Team Leader for the Department's Total |
16 |
| Quality Management Initiative and as a member of the Warranty |
17 |
| Specification and Guideline Committee; and
|
18 |
| WHEREAS, Mr. Clark was recognized for his outstanding work |
19 |
| with the Department; in 1986, he received the Engineer of the |
20 |
| Year Award from District 4; in evaluations, he was recognized |
21 |
| for his positive leadership approach, his proactive approach, |
22 |
| and his "can-do" attitude; and
|
23 |
| WHEREAS, During his tenure as District Engineer for |
24 |
| District 5, there are several accomplishments of note; in the |
25 |
| area of program development, the District was number one in the |
26 |
| State of Illinois three years in a row in accomplishing its |
27 |
| program, and in 2004, the District accomplished 100% of its |
28 |
| program and in the last two years; in the area of operations, |
29 |
| the District had an excellent snow removal record in 2004, the |
30 |
| Bears football signing, and the farm progress signing; in the |
31 |
| area of project implementation, contract additions were the |
