 3    with  reference  to  page and line numbers of House Amendment
 4    No. 1, on page 15, below line 22, by inserting the following:

 5        "(f)  The provisions of this Section  apply  and  control
 6    notwithstanding  any other provision of this Act or any other
 7    law to the contrary.".
