 3    on page 3, lines 11, 16, 22, 26, and 31, by replacing "shall"
 4    each time it appears with "may"; and

 5    on page 4, lines 3, 7, 21, and 27, by replacing "shall"  each
 6    time it appears with "may"; and

 7    on page 8, line 29, by replacing "shall" with "may"; and

 8    on page 9, line 1, by replacing "shall" with "may".
