| AMENDMENT NO. ______. Amend Senate Bill 2133, AS AMENDED, |

| by replacing everything after the enacting clause with the |
| 4 |
| following:
|

| "Section 5. The Election Code is amended by adding Sections |
| 6 |
| 4-50, 5-50, and 6-100 as follows: |

| (10 ILCS 5/4-50 new) |
| 8 |
| Sec. 4-50. Grace period. Notwithstanding any other |
| 9 |
| provision of this
Code to the contrary, beginning January 1, |
| 10 |
| 2005, each election authority shall
establish procedures for |
| 11 |
| the registration of voters during the period from the close of
|
| 12 |
| registration for a primary or election and until the 14th day |
| 13 |
| before the
primary or election. During this grace period, an |
| 14 |
| unregistered qualified
elector may
register to vote in person |
| 15 |
| in the office of the election
authority or at a voter |
| 16 |
| registration location specifically designated for this
purpose |
| 17 |
| by the election authority. A registered voter may submit a |
| 18 |
| change of address form
during this period as well. The election |
| 19 |
| authority shall
register that individual in the manner provided |
| 20 |
| by law. |
| 21 |
| If a voter who registers during this grace period wishes to |
| 22 |
| vote at the first election or primary occurring after the grace |
| 23 |
| period, he or she must do so by absentee ballot, either in |
| 24 |
| person or by mail at the discretion of the election authority.
