    Amends the Public Building Egress Act. Provides that every stairwell door on every fifth floor of any public building having a height in excess of 80 feet shall remain unlocked at all times.  Limits the concurrent exercise of home rule powers.

    AN ACT concerning fire safety.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Public Building Egress Act is amended by 
5
adding Section 1.5 as follows:

    (425 ILCS 55/1.5  new)

    Sec. 1.5. Stairwell door access.

    (a) Every fifth floor stairwell door of any public building 
9
of four or more stories having a height in excess of 80 feet 
10
from grade shall remain unlocked  at all times.

    (b) A home rule unit may not regulate stairwell door access 
12
in a manner less restrictive than the regulation by the State 
13
of stairwell door access under this Act.  This Section is a 
14
limitation under subsection (i) of Section 6 of Article VII of 
15
the Illinois Constitution on the concurrent exercise by home 
16
rule units of powers and functions exercised by the State.
