| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois AgriFIRST Program Act of 2001 is |
| 5 |
| amended by changing
Section 45 as follows:
|

| Sec. 45. Certification. The Department may develop and |
| 8 |
| implement
organic, identity
preserved, and
value-added |
| 9 |
| certification processes and programs that guarantee a buyer |
| 10 |
| that
the certified Illinois
products have traits and qualities |
| 11 |
| that warrant a premium price or that
warrant an increase
in |
| 12 |
| added value. The
Department may adopt rules
setting |
| 13 |
| certification and licensing standards for persons to certify |
| 14 |
| products
under this Section.
