| AN ACT concerning utilities.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Public Utilities Act is amended by adding |
| 5 |
| Section 16-111.4 as
follows:
|
| 6 |
| (220 ILCS 5/16-111.4 new)
|
| 7 |
| Sec. 16-111.4. Public university renewable energy |
| 8 |
| projects.
|
| 9 |
| (a) The Legislature finds and declares that the |
| 10 |
| implementation of
renewable energy sources by public |
| 11 |
| universities for their own use can encourage
private investment |
| 12 |
| in renewable energy resources, stimulate economic growth,
|
| 13 |
| enhance the continued diversification of Illinois' energy |
| 14 |
| resource mix, and
protect
the environment of Illinois.
|
| 15 |
| (b) The Legislature further finds and declares that the |
| 16 |
| funding of public
university renewable energy projects by the |
| 17 |
| Illinois Clean Energy Community
Trust is consistent with the |
| 18 |
| Legislature's intent in providing for the Trust in
Section |
| 19 |
| 16-111.1 of this Act and, therefore, encourages public |
| 20 |
| universities to
request funding of such projects from the Trust |
| 21 |
| and the Trust, consistent with
the resources available to the |
| 22 |
| Trust and with the good judgment of its
trustees, to
grant such |
| 23 |
| requests.
|
| 24 |
| (c) As used in this Section:
|
| 25 |
| "Renewable energy source" means a solar or wind electrical |
| 26 |
| generating
facility with a capacity of not more than 1000 |
| 27 |
| kilowatts that is located on the
premises of a public |
| 28 |
| university and is intended primarily to offset part or all
of |
| 29 |
| the
university's own electrical requirements.
|
| 30 |
| "Public university" means Northern Illinois University, |
| 31 |
| Southern Illinois
University, Eastern Illinois University, |
| 32 |
| Western Illinois University, the
University of
Illinois, |
