Amends the Illinois Vehicle Code. Provides that an applicant for a certificate of title for a specially constructed vehicle, other than a mobile home, must submit the vehicle to a safety inspection by the Department of Transportation. Provides that the application for a certificate of title under the new provision must be accompanied by a certificate of safety issued by the Department after the inspection. Provides that the applicant must pay an inspection fee of $100, to be deposited into the Secretary of State Police Services Fund. Provides that the Secretary shall adopt rules for implementing the new provision.

| AN ACT concerning vehicles.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Section 3-104.2 as follows: |

| (625 ILCS 5/3-104.2 new)
|

| Sec. 3-104.2. Application for certificate of title for a |
8 |
| specially constructed vehicle; inspection. |
9 |
| (a) The applicant for a certificate of title for a |
10 |
| specially constructed vehicle, other than a mobile home, must |
11 |
| submit the specially reconstructed vehicle for a safety |
12 |
| inspection under Section 13-101 of this Code. |

| (b) The application for a certificate of title for a |
14 |
| specially constructed vehicle, other than a mobile home, must |
15 |
| be accompanied by a certificate of safety furnished by the |
16 |
| Department of Transportation as provided in Section 13-109 of |
17 |
| this Code.

| (c) The applicant for a certificate of title under this |
19 |
| Section must pay an inspection fee of $100, which shall be |
20 |
| deposited into the Secretary of State Police Services Fund and |
21 |
| shall be used for any purpose as deemed appropriate by the |
22 |
| Director of Police-Secretary of State in administering the |
23 |
| responsibilities of the Secretary of State Department of |
24 |
| Police. |

| (d) The Secretary shall adopt rules for implementing this |
26 |
| Section.
