| on page 2, line 4, by replacing "(3)" with "(2)"; and

| on page 2, line 11, by replacing "(4)" with "(3)"; and

| on page 2, line 31, by replacing "$50,000" with "$10,000"; and

| on page 3, line 3, immediately after "Department.", by |

| inserting the following: |

| "The Department shall grant a credit to any nonparticipating |

| manufacturer for annual amounts placed into a qualified escrow |
| 12 |
| fund under Section 15 of the Tobacco Product Manufacturers' |
| 13 |
| Escrow Act.".
