| replacing line 19 with the following:

| (a) No later than"; and

| on page 5, after line 23, by inserting the following: |

| "(b) Notwithstanding any other provision of this Act, the |

| General Assembly may vote by May 1, 2006 to continue, delay, or |
| 10 |
| end any ongoing implementation of this Act.".
